Issue with fast backup

Hi, I have been looking for a way to move files from source to destination without scanning the destination. I have asked this question in the past and the answer was to turn on Fast Backup. While trying to enable fast backup I get the error "Fast backup is not available because files or folders may be copied to, deleted from or moved to source." I have a very basic setup where I move files from a constant source to a constant destination. It is a one way only move.

I don't know what else to do, but If this is not currently possible I would like to see if the option could be added in a later release, where the software looks at the source files only and only checks to see if those files exist on destination, if not move them.

If you think about it you would only need the one file list and just use that list to see if exist on destination.

Sorry if this has been asked before, I tried the search function, but quoted strings are not supported in the search options, and all of my search terms were considered to simple.
